FUNCTIONING

The Central Commission is composed of the representatives, called Commissioners of the member States : Belgium - France - Germany - the Netherlands - Switzerland. |
The
Delegation of each member State is composed of 4 representatives (Commissioners)
and two substitutes (Deputy-Commissioners). The President who is in office
for two years, is named following a system of turns in alphabetical order
of the member States |
| The
commissioners assemble twice a year (in spring and autumn) to hold
a general assembly of the CCNR. The sessions are chaired by the president
of the Commission who is appointed for two years, the post alternating
between contracting states. |
| The Commission passes resolutions unanimously about the terms of reference as follows : |

Procedure to come to decisions Problems arising from navigation on the Rhine are presented to the CCNR by the national delegations or by international organisations of inland navigation. The plenary session decides either to resolve the matter itself or to refer the problem to a competent committee which, if necessary, works out a solution with the help of experts. |

The
resolutions are prepared for adoption by the CCNR by competent committees
and working groups of experts appointed by the member states. They meet
together several times a year. |
